Kylie Chiseul Kim
Partner

Kylie Chiseul Kim is a partner in the Washington, D.C. office of Massey & Gail LLP. She represents clients in high-stakes trial and appellate litigation, as well as complex proceedings before administrative agencies.

Kylie focuses on disputes involving emerging technologies and novel regulatory issues. She has challenged the SEC’s authority over digital assets, prosecuted antitrust claims in technology-driven markets, and represented Amazon’s music streaming business in a rate-setting proceeding before the U.S. Copyright Royalty Board.

Her work has been recognized by The American Lawyer as part of its Litigator of the Week series following a Ninth Circuit victory in a federal preemption challenge.

Before entering private practice, Kylie clerked for Hon. Charles R. Wilson, U.S. Court of Appeals for the Eleventh Circuit, and Hon. Steven D. Merryday, U.S. District Court for the Middle District of Florida.

Kylie earned her J.D. from Harvard Law School, where she served as Captain of the Willem C. Vis International Commercial Arbitration Moot Team, Executive Online Editor of the Harvard International Law Journal, and Article Editor of the Harvard Environmental Law Review.

  • Represented Cisco Systems in federal antitrust litigation involving digital communications technology, obtaining dismissal of all claims.
  • Represented Ripple Labs in SEC enforcement action involving alleged unregistered digital asset securities offerings, securing partial summary judgment and exclusion of key expert testimony.
  • Represented the California Restaurant Association in a Ninth Circuit appeal, securing reversal of a municipal ban on natural gas piping under federal preemption principles.
  • Represented Veeva Systems in federal antitrust litigation involving the life sciences software market, defeating a motion to dismiss.
  • Represented Configo Health, a pediatric data analytics company, in dispute involving tort and antitrust counterclaims, securing a favorable settlement.
  • Represented Burford Capital in arbitration against Sysco Corporation, obtaining and defending a preliminary injunction.
  • Represented Amazon Music in a rate-setting proceeding before the U.S. Copyright Royalty Board, resulting in an industry-wide settlement on the eve of trial.
